BADGER QUARTER HORSE ASSOCIATION BY-LAWS
ARTICLE I: Purpose: The objective of the BQHA shall be to promote the interest of the American Quarter Horse in all ways in this geographical area.
ARTICLE II: Relation to parent organization: All proceedings of this organization shall be in harmony with the policies and activities of the American Quarter Horse Association.
ARTICLE III: Membership:
SECTION 1: Membership shall be open to any reliable person, farm, or corporation actively interested in promoting the American Quarter Horse breed, regardless of race, sex, or creed.
SECTION 2: No person, firm, farm, or corporation shall be entitled to vote on matters pertaining to the election of officers or the changing of by-laws unless they have been a member of good standing for at least three months.
SECTION 3: Any person, firm, farm, or corporation having joining this association shall therefore become subject to the rules and by-laws then in force or later adopted by the association and shall be subject to expulsion and/or suspension from the organization as provided by these by-laws.
SECTION 4: The following acts, when proof of their commission shall have been established by evidence satisfactory to the executive committee of the organization, shall in themselves be full and sufficient grounds for expelling or suspending any person, firm, farm, or corporation, from membership.
A. Any member expelled or suspended by AQHA is automatically expelled or suspended from this organization.
B. Anyone not paying the ten dollar insufficient fund fee for a returned check or making the check good within 60 days can be suspended.
SECTION 5: The President has the right to bestow life memberships to a member or members for exemplary service.
ARTICLE IV: Officers:
SECTION 1: The officers of this organization shall consist of a President, Vice President, Secretary, and Treasurer. All terms of office shall be of a two year duration,
A. The President shall serve for no more than four consecutive years.
SECTION 2: Nominations of these officers shall be made from the floor at the October meeting of the association in each odd-numbered year. They shall be elected by a majority of association members through direct mail ballots. Any members nominated for these offices must have been members for at least one calendar year prior to the election. These officers shall take office in January.
SECTION 3: The Board of Directors shall consist of seven members, one of whom shall be the retiring President. He/She shall remain in that position until another retiring President assumes his/her duties. Remaining directors shall serve terms of two years each after the adoption of this provision.
SECTION 4: If a director (a) resigns, (b) is incapacitated, (c) is no longer a member in good standing as stated in ARTICLE III, SECTION 4, or (d) fails to attend three consecutive meetings without a satisfactory reason or designating an alternate, he/she may be removed from office for said cause by a vote of members present upon the recommendation of the executive committee. If a director is to be replaced for any reason, the vacancy will be filled upon recommendation of the executive committee until the previous director’s term expires.
ARTICLE V: Officers’ Duties:
SECTION 1: The President shall preside at all regular and special meetings of the association and perform such other duties as are usually attached to that office.
SECTION 2: The Vice President shall assume the duties of the President when that officer is absent or for other reasons unable to act. He/She is responsible for enforcing the organization by-laws at all meetings.
SECTION 3: The Secretary shall perform the usual duties developing upon such an officer subject to the authority of the executive committee, including the taking of roll at all meetings.
SECTION 4: The Treasurer shall perform the duties developing upon such an officer, subject to the authority of the executive committee.
SECTION 5: The executive committee shall consist of the President, Vice President, Secretary, Treasurer, and the Board of Directors.
SECTION 6: The past President shall act as a liaison between the BQHA and any organization to which BQHA and any organization to which BQHA might belong and is subject to the executive committee.
ARTICLE VI: Financial Plan:
SECTION 1: The annual dues shall be $30 for a family, firm, or corporation membership payable within the fiscal year. Family memberships will include both parents and any children 18 years of age and under. Any youth included in a BQHA family membership will automatically become a member of Badger Quarter Horse Youth Association.
SECTION 2: Non-payment of dues shall automatically forfeit membership.
ARTICLE VII: Meetings:
SECTION 1: The meetings of this organization shall be held wherever the population and membership warrant.
SECTION 2: The number and dates of the meetings shall be left to the discretion of the members, but preferably will be held on the fourth Wednesday of every month with two exceptions: (a) the October meeting will be held on the third Wednesday if the fourth one conflicts with the Congress show, and (b) the November and December meetings will be joined to avoid the Thanksgiving and Christmas holidays and will be held the first Wednesday of December.
SECTION 3: The nomination of officers will be held at the October meeting.
SECTION 4: Roberts’ Rules of Order shall govern the proceedings at all meetings of the association when not inconsistent with the by-laws of the AQHA.
SECTION 5: Special meetings may be called at the time by the President, or in the President’s absence, by the Vice President or by a majority of the officers. It shall be the duty of the secretary to give five days notice thereof, and setting forth the business to come before said meeting.
SECTION 6: A similar five days notice shall be given by the secretary to the membership of any meeting at which action is to be taken upon sale, mortgage, or transfer of any property of the association in excess of $250 in value.
SECTION 7: Each single member shall be entitled to one vote only, in person, and not by proxy, and each family membership shall be entitled to two votes upon all matters brought before the meeting with the exception of SECTION 3 of ARTICLE III, as stated.
SECTION 8: A quorum for the transaction of business shall consist of ten members.
SECTION 9: A committee will be appointed to plan and set up the awards banquet for the following year at the February meeting.
SECTION 10: One meeting a year is to be designated as “rule change” meeting and notification of such meeting is to be published 60 days in advance;

SECTION 1: The executive committee shall serve as the show and contest committee, plus the show chairman, secretary, and steward. All will be allowed to vote on matters pertaining to the show being planned.
SECTION 2: The affairs and activities of the association may be conducted by committees, appointees and by the President. All committees and appointees shall be responsible to the executive committee. These may include such positions as (a) newsletter editor, (b) point secretary, and (c)membership chairman. All monies collected by the committees and appointees shall be deemed funds of the association and shall be turned over to the Treasurer and shall be distributed only upon the authorization of the officers of the association.
SECTION 3: All contracts and other obligations may be effected and contracted on behalf of the association only on the authorization of the officers, and all committees shall (within a reasonable time after their duties have been completed or the committee(s) have ceased to function) report in writing their incomes and disbursements.
SECTION 4: A three member auditing committee shall be elected by the general membership for the purpose of auditing all books of the association for the current year. One of the members of said committee shall be a member of the Board of Directors of the association.
ARTICLE IX: Amendments: These by-laws may be amended at a general meeting by the majority of the members present and eligible to vote, but only after the change to be made has been announced at three successive meetings prior to the vote.
ARTICLE X: Dissolution of the association: In the event that Badger Quarter Horse Association is dissolved for any reason, the assets of the association shall be dispersed among any non-profit or not-for-profit equine-related organization as determined by the current BQHA officers and Board of Directors.
GENERAL RULES MADE BY MEMBERS AT MEETINGS:
1. Show rules are to be set up by January and the point system set up in a handbook and given to the members.
2. A statement of financial conditions to be published yearly.
3. The Treasurer is given the power to pay bills as they are due.
4. Any person presenting three or more checks with insufficient funds at any BQHA event or approved event during a two year period will be notified that he/she will have to pay on a “cash only” basis at BQHA events.
5. There will be a ten dollar charge for checks returned for insufficient funds at BQHA events.
AWARD SYSTEM
Year end awards will be presented in the following divisions: youth, amateur, amateur select, novice, rookie, and open.
Eligibility:
1. Any horse owned by a paid-up member of the Badger Quarter Horse Association will become eligible for year end awards. In the event of a transfer of ownership, said horse will retain and continue to accumulate points as soon as the the owner is established as a member of BQHA.
2. Points are kept for each horse as soon as the owner/member’s dues have been received by the membership chairman. A postmark on any mailed correspondence including these fees will establish the beginning of eligibility.
3. Horses must place under at least six judges or earn a minimum of 10 points at any BQHA approved shows in order to be eligible for a year end award in that class.
Point System:
4. The same point system will be used for youth, amateur, amateur select, novice, rookie, and open approved classes.

6. Grand Champion horses will receive one more point than any other horse that is one year old or older and in the same sex division.
7. Horses receiving Reserve Champion will receive as many points as any other horse one year old or older in that sex division except the Grand Champion.
Youth Awards:
8, Youth points shall be counted on a one horse-one person basis. Horses must be eligible as stated in Rule 1. In addition, youth must be members of Badger Quarter Horse Youth Association, as well as BQHA, to be eligible for year end awards.
9. Year end awards will be presented to two age groups in all qualifying youth classes. (Note: Awards have been added for the Small Fry Division.)
10. Only youth classes will count towards the youth all-around award. An all-around award will be presented in two age divisions.
Amateur Awards:
11. Amateur points shall be counted on a one horse-one person basis. Horses must be eligible as stated in Rule 1. In addition, amateur exhibitors must be members of BQHA to be eligible for year end awards.
12. Only amateur classes will count towards the amateur all-around award.

13. Amateur Select points shall be counted on a one horse-one person basis. Horses must be eligible as stated in Rule 1. In addition, amateur select exhibitors must be members of BQHA to be eligible for year end awards.

Novice Awards:
15. Novice points shall be counted on a one horse-one person basis. Horses must be eligible as stated in Rule 1. In addition, novice exhibitors must be members of BQHA to be eligible for year end awards.
16. Only novice classes will count towards the novice all-around award.
Rookie Awards:
17. Rookie points shall be counted on a one horse-one person basis. Horses must be eligible as stated in Rule 1. In addition, rookie exhibitors must be members of BQHA to be eligible for year-end awards.
18. Only rookie classes will count towards the rookie all-around award.
Open Awards:
19. Year end awards in the open division are based upon points earned by the eligible horse (see Rule 1), regardless of exhibitor. Exhibitors of eligible horses in open classes are not required to be a BQHA members.
Other Awards:
20. The high-point horse year end award will be awarded to the eligible horse accumulating the most points in open performance classes and to the eligible horse earning the most points in approved open halter classes.
21.. Special recognition may be awarded to Quarter Horses participating and excelling in events other that at quarter horse shows. if they are owned by a member.
